About Department

School & Mass Education Department was created as a separate Department in January 1993, to look into the issues pertaining to Elementary Education, Secondary Education, Teachers Training, Sanskrit Education, Computer Education, Special Education and Mass Education in the State. The provision of funds for the development of these sectors is being made keeping in view the availability of State resources for education sector and assistance from the Central Government under various schemes.

Literacy

As per Census 2011 population of Odisha is 4,19,74,218. Out of this the Rural population of Odisha is 3,49,70,562 and Urban population is 70,03,656.

During the period, out of 52,73,194 Child Population in the age group  0-6 years recorded in the State 45,25,870 are concentrated in rural areas whereas in urban areas it is 7,47,324.

The number of literates in Odisha is 2,67,42,595 out of which 2,13,77,915 are recorded in rural areas whereas in urban areas the number of literates recorded is 53,64,680.

The literacy rate of Odisha as per 2011 Census is 72.9 per cent. In rural areas the literacy rate is 70.2 per cent whereas in urban areas it is 85.7 per cent. The male rural literacy rate is 79.6 per cent whereas the female literacy rate in rural area is 60.7 per cent. The male literacy rate in urban area is 90.7 per cent and in case of females the literacy rate is 80.4 per cent. Among the districts the highest literacy rate in rural areas noticed is in the district of Jagatsinghpur (86.5%) whereas the highest literacy rate in urban areas recorded is in the district of Khordha (91.0 %).   The lowest literacy rate of 43.9 per cent is recorded in the rural areas of Nabarangpur district whereas the lowest urban literacy rate of 74.5 per cent is recorded in the district of Malkangiri. The highest male literacy rate of 92.5 per cent is recorded in the rural areas of Jagatsinghpur district whereas the highest urban male literacy rate recorded is in the district of Khordha (94.2 %). The lowest rural male literacy rate is recorded in the district of Koraput (54.1 %) whereas the lowest urban male literacy rate is recorded in the district of Malkangiri (83.4 %). The highest female literacy rate in rural areas is noticed in the district of Jagatsinghpur (80.4 %) whereas the lowest rural female literacy rate recorded is in the district of Koraput (31.3 %). The highest urban female literacy rate of 87.5 per cent is recorded in the district of Khordha whereas the lowest urban female literacy rate 64.9 per cent recorded is in the district of Malkangiri.

Primary Education

The State Government is committed to the Universalisation of Elementary Education in the State with the aim of fulfilling the constitutional obligation with the assistance of Central Government.

Universalisation of Elementary Education

Keeping in view the need for Universalisation of Elementary Education, there has been expansion at Primary and Upper Primary School stage of education, in the Government sector, especially in rural areas as well as backward areas.

Status of Elementary Education in the State :

  • In Orissa there are 35928 Primary and 20427 Upper Primary schools to provide education at elementary level. More 491 New Primary and 490 New Upper Primary schools opened under SSA to provide schooling in unserved areas.
  • 66 lakh children of 6 to 14 years age group are in-school, out of which 12 lakh are SC and 17 lakh are ST.
  • 1.87 lakh children of 6 to 14 years age group are out-of-school from which 0.3 lakh are from SC and 0.9 lakh are from ST community. Out of them 56,995 Children were admitted to regular existing & New Schools under Enrolment Drive in districts.
Further to improve access to Elementary Education and to achieve 100% enrolment, Government have relaxed the norm for opening of new primary schools as follows:

  • In KBK districts and Tribal Sub Plan areas new primary schools will be opened in habitations having at least 25 children in the 6 - 14 years age group provided there is no primary school within one KM of such habitations.
  • In all the districts the distance norm for opening of new primary and new upper primary schools is relaxed in case of natural barrier like river, hilly terrain, dense forest etc.
There are 218 Minority and Mission Managed Primary Schools, wherein 599 teachers are receiving grant-in-aid from the Government. Besides, Oriya Medium Schools functioning in the neighbouring States are also being provided with financial assistance from Government of Orissa.

Grant-in-Aid:-

There are 691 numbers of privately managed, aided, Upper Primary Schools in the State. To man these schools, 1568 teaching and non-teaching staff are receiving grant-in-aid.

Government is providing GIA (Block Grant) to the 867 eligible Upper Primary (ME) Schools as per the provision laid down in OE Act 1969 and Orissa Education Payment of GIA Order 2004.

Supply of Free Textbooks:-

Free Text Books have been supplied to all the block points to be distributed to all students in the elementary level (Govt. & Aided) including Class-VIII in the year 2010-11. Free text books have also been supplied to the Odia students residing in outside States such as Andra Pradhesh, Gujarat, Jharkhand, West Bengal and Maharastra. Free Urdu Text Books have been supplied to students reading in Govt. and Govt. Aided Madrasas.

Major decisions taken:-

  • 14089 nos. of Sikshya Sahayaks who have completed 6 years of continuous of service have been regularized as Primary school teachers under Zilla Parishad.
  • Government has decided to extend the benefit of Block Grant to the Teaching staff of Madrasa at primary level.

Secondary Education

Construction and running of Girls’ Hostels:
130 proposals for construction of Girls Hostel to be set up one in each Educationally Backward Block (EBB) has been approved by Govt. of India. Funds have not been released.

National Scheme of Incentive to Girl Students:

Proposal in respect of 23585 eligible girls students relating to the year 2008-09 and proposal for 35314 eligible girls students for the year 2009-10 have been furnished to Govt. of India.

Setting up of Model Schools:

111 proposals for setting up of Model Schools in Educationally Backward Blocks (EBB) have already been approved by Govt. of India. No funds have been released.

Information and Communication Technology Programme:

Proposal for 4000 High Schools has been sent to Govt. of India, where the scheme will be implemented.

Innovation in Science Pursuit for Inspired Research (INSPIRE):

The aforesaid scheme introduce during the year 2009-10. The list of the students of 28 nos. of elementary schools and 1985 nos. of secondary schools has been sent to Govt. of India under the scheme.

Further the list of students of 2618 nos. of elementary schools and 4186 nos. of secondary schools have been sent to Govt. of India during the year 2010-11 at the 1st phase. For the same year a list of students of 266 nos. of elementary schools and 695 nos. of secondary schools have been sent to Govt. of India.

Accordingly Govt. of India have released a sum of Rs.1,96,10,000/- for implementation of the scheme.

Modernising Madrasa Education


This scheme has been revised as SCHEME FOR PROVIDING QUALITY EDUCATION IN MADRASA (SPQEM) by Govt. of India. The State Grant-in-Aid Committee headed by the Principal Secretary to Govt., S&ME Department in its meeting dtd.09.02.10 has recommended proposal for Rs.2,16,81,899/- in respect of 98 new Madrasas, Rs.1,21,96,000/- for providing science Math, Kits, Computer lab and teachers training in favour of 172 Madrasa and Rs.5,00,000/- for Odisha State Board of Madrasa Education in order to monitor the scheme of providing quality education in Madrasas and strengthening Madrasa Board and submitted to Govt. of India vide this Deptt. L.No.9466 dt.04.06.2010.

The State grant-in-Aid committee dtd.19.05.10 has also recommended 23 eligible minority institutions (2 High Schools and 21 Madrasas) a sum of Rs.10,88,72,400/- under the scheme of Infrastructure Development in Private Aided/Un-aided Minority Institutions (IDMI) and submitted to Govt. of India vide this Deptt. L.No.10858 dt.25.06.2010.

Sanskrit Education:-


For the development of Sanskrit Education in the State, there are 10 Government Sanskrit Tols in the State.  Besides, there are 192 non-Govt. aided Sanskrit Tols which are imparting Sanskrit Education in the State.

Adolescence Education Programme:-


To create awareness about the HIV/AIDS among the Secondary School students, State Adolescence Education Programme (SAEP) has been launched.  Steps have been taken up for training of nodal teachers and two peer educators from each Govt. Schools and observance of important days related to Adolescence Education/AIDS Education Programme for community awareness and action.

Engagement of Language Teachers


Necessary proposals has been sent to Govt. of India for release of 100% financial assistance towards appointment of 25 Urdu Language Teachers in High Schools for improvement and up-liftment of Urdu education vide this Deptt. L.No.22920 dt.22.12.10 and reminded vide L.No.2350 dt.02.02.11.
